Evolution of Belarusian Nuclear-Related Exercise Activity Between 2024 and 2026
As many of you know, we have been systematically tracking Belarusian military exercises for several years in order to assess changes in force posture, operational priorities, and capability development in response to the evolving security environment in Europe.
Using this dataset, we compared Belarusian military activity between January–May 2024 and January–May 2026, corresponding to the two most recent nuclear-related exercise cycles. The comparison reveals several notable shifts in training focus, exercise integration, and the broader enabling architecture surrounding strategic-force support activity.
The Belarusian exercise cycle observed in spring 2026 differs in several important ways from the activity recorded during the previous nuclear-related drill conducted in 2024. Although both periods included training activity linked to strategic-force support functions, the 2026 cycle appears broader, more integrated, and increasingly focused on survivability, dispersal, and operational continuity rather than solely on the visible participation of nuclear-capable delivery systems themselves.
The 2024 drill cycle largely reflected a conventional readiness framework with a nuclear-signalling component layered onto existing training activity. Exercise activity during that period remained centred primarily on tactical readiness, battalion- and brigade-level drills, standard air-defence training, communications activity, firing exercises, and conventional mechanised-force preparation. Missile and strike-capable formations were visibly present within the training cycle, but the broader ecosystem required to sustain strategic-force operations under wartime conditions appeared less developed and less integrated than what is currently being observed in 2026.
By contrast, the 2026 exercise cycle demonstrates a significantly stronger emphasis on enabling capabilities associated with strategic-force survivability and operational continuity. One of the clearest differences concerns the scale and frequency of air-defence and radiotechnical activity. The current training cycle includes repeated activity involving radar and radiotechnical units, Tor-M2 systems, S-300/S-400-related formations, aviation-support elements, and broader airspace-monitoring tasks. Unlike in 2024, where many air-defence drills appeared compartmentalised and tactical in nature, the 2026 pattern suggests a more layered and integrated approach to protecting high-value military assets and operational corridors. This is particularly relevant in the context of nuclear-related exercises, where survivability during dispersal and movement becomes critically important.
The 2026 cycle also places considerably greater emphasis on command-and-control continuity and operational coordination. The observed activity includes repeated command-staff exercises, communications training, technical-support coordination, field deployments, and multi-echelon command activity. Compared with 2024, this indicates a stronger focus on maintaining operational functionality under dispersed or degraded wartime conditions. This distinction is important because nuclear-related operations rely not only on delivery systems themselves, but also on resilient communications, coordinated support structures, and protected command networks capable of functioning during periods of heightened operational stress.
Another major difference concerns dispersal-related activity. The 2026 cycle includes repeated references to operations from unplanned areas, field deployments, temporary positioning, and geographically distributed activity. Such measures are closely associated with survivability concepts in both Russian and Belarusian operational thinking, particularly in protecting high-value strategic assets. While the available information does not indicate preparation for the actual employment of nuclear weapons, the training pattern strongly suggests an emphasis on preserving strategic-force survivability through mobility, concealment, dispersal, and layered protection measures. These elements were considerably less visible during the 2024 drill cycle.
The role of Territorial Defence Forces and reservist activity also appears more prominent in 2026. The current cycle includes territorial defence inspections, reserve call-ups, mobilisation-related activities, and localised security functions. Such activity may support rear-area security, convoy protection, infrastructure protection, and broader force-support tasks associated with strategic-force operations. Although these activities do not indicate mobilisation for imminent conflict, they suggest that Belarus is increasingly utilising broader state-support mechanisms linked to strategic military contingencies.
An additional distinction concerns the overall structure and tempo of activity. The 2026 exercise cycle appears denser, more synchronised, and more operationally interconnected than the 2024 period. Multiple activities are occurring simultaneously across different capability areas, including air defence, communications, logistics, reserve preparation, aviation, and command structures. In comparison, the 2024 cycle again appeared more compartmentalised, with individual drills often conducted separately and with less visible integration between enabling functions.
Overall, the comparison suggests that Belarusian nuclear-related exercises have evolved between 2024 and 2026 from a more platform-centric signalling exercise toward a broader systems-oriented readiness framework. The most important indicators in the 2026 cycle are not necessarily the direct participation of missile or strike-capable units themselves, but rather the growing emphasis on the supporting architecture surrounding them — including air defence, command-and-control continuity, technical support, dispersal procedures, reserve-security functions, and operational survivability. This reflects a more mature and operationally sophisticated approach to strategic-force support activity than was visible during the previous drill cycle in 2024.
